I guess there’s a chance he’s 2019 but I’m assuming this is a 2018 prospect.

To clarify, he would be a Class of 2021 guy (played as a freshman, unlike Wilkins), this would be the case whether he was a 2018 recruit or 2019 (with three slots open, it doesn't really make sense for him to not be a 2018 recruit, unless he didn't qualify). Right now Thomas and Pilipovic are the only guys in the 2021 class, so it would work well for continuing to balance classes. (Four freshmen isn't that bad since one class is always going to have four, does create a problem if you later add transfers).
Looks like he had offers from Saint Peter's and DePaul as a HS junior and UT-Martin and SE Missouri St as a HS senior, wonder why he decided to go JUCO other than none of those being all that appealing.

I think he’s a 2019 prospect, but not sure. If he was an academic qualifier out of high school, he could be 2018 prospect.

I’m kinda thinking he probably doesn’t even know if he’s 2018 or 2019? Seems like JUCOs have some nice flexibility in that matter, so he might not have decided yet.

I think they only have that flexibility if they were an academic qualifier out of high school. If not, they have to graduate from Juco before they can move to D1

Here's an article on Manning. Looks like he's been at 5 different schools in the last 5 years. Hopefully, he ends up at Drake and stays for 3 years.

He's picked up several other mid-major offers in the past few days.

of the Florida SW guys, Manning seems like the best prospect other than Tremell Murphy. Probably a tough get, although you'd think Richter + 3 of his ex-teammates here would help.
2 of Manning/Hernandez/Arop seems like a great end to the recruiting class for the fall, with then adding someone in spring if there are any departures.
